    Remove the front axle/wheel, loosen the pinch bolts on the lower tree, unscrew the fork leg from the top tree (its threaded into the top tree that’s why you see no nuts up there), Pull the tube clear from the lower tree. Now you can unscrew the dust cap. I can’t remember the oil quan. It’s a Pro-One 4″ over front-end… if needed you could give them a call.     Thanks, I followed your instructions and it all worked out like you said, except for the unscrewing the dust cap part, it will not come loose from the lower leg,
    unless these are lefthanded threads? I tried every tool at my disposal, channel locks, strap wrench, modified oilfilter wrench, they appear to be glued on there?
    I guess i could just try to refill the oil from the top of the leg,

    If they don’t unscrew (threaded) they are press fit. Were you able to spin them? If yes use a dead blow hammer to knock them off. Sometimes you can even use the fork tube as a slide hammer… hold the lower and pull the fork tube up to knock the cap off. If they wont spin heat them first to break down the loctite.

    Thanks for all the help with this, after talking with Pro-One, they assured me that the dust cap was threaded on, I used a paint removal heat gun to soften the joint, then a pipe wrench, it did come apart at this time, however the chrome on the dust cap was damaged, so I ended up buying a new cap and bushings from Pro-One, they were very helpful, even told me what fork oil and how much to use.
    And yes, someone had put locktite on the threads
