    yep. the neck has a frame number on it. the sticker on the down tube should have both the VIN number and the frame number (the numbers are probably identical except for the control character.)

    So… you need to find out from DMV who in your state can verify a vin. (Sometimes a cop, sometimes an inspection station, sometimes DMV.) Then they send me a verification form and I get a notorized statement that this bike is frame #X and vin #Z. Then they are happy. You need to find out what they want and I will do my best to get it for you.
