My guess is the top has seperated from the base. So the first thing is to get the top off. If its turning 360 deg the roll pin has sheared which means the top will come out of the base. You may be able to pull it out with some vice grips. Be careful not to pry or you might screw up the paint. If you have to drill/cut or do other major surgery youll need to flush your tank after the operation and install an inline fuel filter so you dont drop metal into your engine.
After you get the top off, next try putting a little gasoline around the edge of the base (which is stuck in the tank) to act as a solvent. Let it sit and then use a screw driver to try to turn the cap base to remove. Chances are there is something in your threads that has jammed the cap.
Then have a machine shop make you that parts to repair the cap or order one from me.
PS – If you you want to get your bike to the shop call AAA get the $30 a year package and they will tow your bike on a flat bed.
